In order to repair the Windmill you need to find a unique Transmuter Chip. Transmuter Chips are like recipes for the crafting system, the Item Transmuter. Once you have found a chip, you unlock that chips corresponding recipe. You need to be able to transmute the Windmill Gear to repair the windmill and complete the quest.

Head to the location shown on the map above, Excavation Intel 1: Bygone Settlement, and you will need a Chocobo. Once you reach the area, use the Chocobo’s senses to find buried treasure. There are three items here to dig up, one of which is the Windmill Gear. If you are at the location with a Chocobo and don’t have any options to dig, you may need to get a clue from Chadley. If this is the case, find at least 3 of the Expedition Intel’s on the Grasslands map, and Chadley will tell you about the Excavation Site Intel.

You can find the legendary creature, Quetzalcoatl, at the Classified Intel: Winged Lacertilian of Yore, marked on the map above. If you reach this location and the Quetzalcoatl is not present, you will need to complete more objectives for Chadley. At this point we had completed 5 Expedition Intels, all of the Activation Towers, and all 6 Field Intels.

Once you defeat the Quetzalcoatl, you will obtain the talon and can return to the Windmill to repair it. Defeating Quetzalcoatl will unlock a new Combat Simulator challenge to unlock a new Enemy Skill.

Where To Find Side Quests In Final Fantasy 7 Rebirth?

Almost all of the Side Quests in Final Fantasy 7 Rebirth appear in the same manner. Once you have visited a region for the first time and progressed far enough into the story for that region, the Job Board will be updated with new Side Quests. You can also find these Side Quests by speaking with the NPC that places the advert on the Job Board, but it’s usually quicker and easier to simply use the Job Board to unlock new quests. Are Side Quests Worth It In Final Fantasy 7 Rebirth?

Absolutely! It’s a common trend in modern RPGs to include various types of side quests to enhance player immersion and expand the game world. These may include mundane fetch quests and narrative-driven quests that provide additional depth to the game’s story. However, in Final Fantasy 7 Rebirth, quests predominantly center around narrative-rich experiences that offer both fulfillment and immersion. Furthermore, players can unlock an abundance of exciting rewards, including unique weapons, new Queen’s Blood Cards, and more.

How Do You Unlock All Side Quests In All Regions In FF7 Rebirth?

Although certain players choose to thoroughly explore a region before proceeding, Final Fantasy 7 Rebirth’s questing system presents challenges to this method. While completing all available quests within a region is attainable, unlocking all side quests during the initial visit isn’t feasible. Advancing through the main storyline, particularly reaching Chapter 12 and arriving at Costa Del Sol aboard Cid’s new boat, unlocks additional side quests across regions, facilitating comprehensive completion.
