When you reach this stage, it’s shortly after the large fire at Purgatory. You learn that Haruka is missing and you need to track her down. Unlike previous parts of the main story, there are no pink objective markers on the map. So you’re on your own.
You need to complete two different objectives here to progress with the story. Firstly travel to the North West corner of the map. Near the Pocket Circuit Stadium. Head to the Children’s Park there and you’ll encounter several members of the Blue Gang. Beat them down and they will tell you that the White Gang has Haruka.
The White Gang can be tricky to find. You need to head to the East side of the map at Champion’s District. Enter via the Southern Entrance and take the first right.
