Helium can’t be extracted with the mining laser because it is a gas. If you want helium, you will have to set up an outpost near there first. When the outpost is set up, you can then set up a helium extractor that will extract it from the ground. It can’t hold much though, so you will need to make a storage unit as well.

Once you have some storage up, make sure you link the extractor and the storage so extra helium goes to the right spot. From there you can start using it to fuel generators and other outpost things that take fuel.
