You need to beat a boss deeper in the area to get it to fly. Keep going through the zone until you run into a huge boss called “The Mother Mind”. Beating this boss will make the bird move to a new area so you can climb up the tree.
The boss can be tricky, so expect to try it a few times. It smashes the floors in the same order every time, so you can learn that part at least. It does delay it’s attack sometimes so you dodge right into them. Also don’t let the additional enemies become too plentiful. When the Mother Mind is defeated, the bird will move.
