To do this you will need to find an EM weapon, which can be bought in some of the weapons shops. I’ve also got them from enemies or on abandoned space stations.
Once you have one of those weapons, take a bounty mission and head to the target area. Use the weapon to knock out the enemies and you can pick pocket them when they are down. You can repeat this or kill the enemies after. Keep using the stun weapons and doing bounty missions and you’ll max it out in no time.
I’m not actually sure if you can put bombs in targets pockets in this game.
