You can find the Hoard Map here, in a small house on a table. This is an area that’s heavily featured in the story, so you may be unable to explore this area until you take Kjotve’s Fortress in the main story missions. The clue reads

Rygjafylke Treasure Hoard Map Solution
Under the fast travel location on this large island is a huge tunnel that burrows through the entire mountain. Inside the tunnel there’s some bone piles, loot to grab, and a shield covered with some twigs and sticks. You will find the treasure at this location.
Note: Treasure hunts can be hit and miss at the moment. Some of them are bugged and cannot be completed.
