The Classified Foe is actually one of the legendary creatures regularly featured in the Final Fantasy franchise, the Quetzalcoatl. This iconic bird is actually part of several elements of the Grasslands completion objective, including the Combat Simulator and the Intel for the region, it’s also used in the side quest to repair the windmill.
Where To Find The Classified Foe In The Grasslands In Final Fantasy 7 Rebirth

In order to find the Classified Foe, you first need Chadley to assign you the mission. To unlock this mission, you need to complete Intel challenges in the Grasslands for Chadley. Specifically, you need to locate and complete Lifesprings. There are a total of 6 Lifesprings on the Grasslands map, but you only need five.
You can find a Lifespring at each of the locations shown on the map above. Once you have completed 5 different Lifesprings, Chadley will call you and tell you about the sighting of a legendary creature. This is the location of the Quetzalcoatl. Defeat it to finish the objective in the Combat Simulator.
